It does. It's just that the bottle is sealed and keeps the air out preventing the glue from hardening. When the glue is almost gone, leave the lid off for about a day, you'll see that the glue has dried and stuck to the bottle.

Well you always have a bit of residue inside when you finish a bottle. You don't get all the glue out.

it does eventually if it's been around for a long time. what's keeping it from drying and sticking is the lack of contact with air, but if you leave the cap off, or even if you don't use it for some time, air will eventually get in.
