You can do it in many diffrant ways.
One is if u have Gif animator you can do it.
The other , most common way I use it is Image Ready.
It comes inbuilt with PHOTOSHOP.
In Image Ready, just import all your photograph in different frames. And simply save it as .gif file.
It is very simple to use and doesnt cost u anything.
If you have any problem in that, you can IM to me.
My id is flash_gamming@yahoo.com
Good Luck

If you know how to use Flash to create animation, you can publish it by:

1. Clicking File-->Publish Settings
2. In the pop-up window, check GIF image (.gif)
3. Then, click 'Publish'

Your flash animation will now be in .gif format!
