I think good writers should have at least three characteristics:
1. They should excel the narrative with good choice of words/phrases/sentences, etc as appropriate to each character,
2. They should reveal their unique, magnificent flow of thought along the whole story, and
3.They should set the literary works as contribution to mankind to enjoy and, possibly, to gain more experience in relation to intellect or practice in daily life.

The characterics of a good writer? I think you got the question backwards... What makes a good writer? A good writer knows how to edit and revise his or her work. Most of all planning... A writer cannot write a script or a book without planning the storyline... and scenes. Also... a writer place him/herself in the reader's position asking questions... That's the characteristics of a good writer!

A good writer should:
1. Write in a language that can be understood by many people of different levels and ages, or by his target audience.
2. Impart practical wisdom and life lessons in his work.
3. Explore new themes or suggest new ideas.
4. Motivate readers to take action in a positive way.
5. Share first-hand experiences in his writing.
6. Inspire aspiring writers to write good material.

wow, you picked a hard one. :) lemme think for a moment......
Persistence / perseverance / patience (being able to wait for publishers/agents to reply to your queries, also great when working on a novel, which can take a year or more)
A touch of insanity (everyone has it, just not everyone lets it show! Most writers tend to go a little crazy when writing, since when you're mentally wild you tend to think of things you normally wouldn't when you're sane.)
The ability to formulate actions and feelings into words (it's like being an artist, except you 'paint' with words)
Common sense (making your stories believable)
Self control (needing to know where to stop, with a scene before it goes overboard, or if you're staying up to late to write.)
A subdued mindset (yeah, so I said 'a touch of insanity' up there, but you still need times when you're sane - adding the 'solid feeling' to your work when you revise it [from when you wrote it insanely]. otherwise, all your writing will be over-emotional, action-based, and/or slurry with not enough format.)
Creativity (a no-brainer. without it, you wouldn't have anything to write!)
