This just happened in Alberta and the bastards that did it are having a trial right now.
First I would see if the animal was dead. If it wasnt, I would call the police and Humane Society or local animal control. Then I would write down the license plate of the vehicle and description of car and person.
Then I would go to my own car and get the crowbar. I would likely kill the person who did it, thus giving them what they deserve since the laws of this country (and other's) wont do diddly to them.

Well, if he was dragging it, and the dog looked tired, I would probably call the police. I'd go up to him and ask him what the heck are you doing, and find out if he was running him or conditioning him, or if he was plain insane and dragging him along. I saw someone do that, except they were going pretty slow and just letting the dog run behind the truck. I guess its the same as having the dog on the leash while you're riding your bike, except the truck... probably went a lot faster?

It all depends on whether the dog fell off the truck and the owner did not realize this, or if the person was dragging the dog intentionally. If it were intentional, I would call the police and write down his tag number and follow him so I could report his exact whereabouts to the police. I would not try to approach him or stop him myself, because if this way indeed an intentional act, he must be dangerous and delusional.

Personally, I'd shoot out his tires so he couldn't escape while I called the cops and ask WTF he thinks he's doing. However...
We did a variation on this when I was very small. My Grandfa was too old to run the dog like he needed, My parents too fat, and I was too young. My dad would drive the truck, with Grandfa in the back (no tailgate) holding the leash, calling out if he needed to slow down or speed up. This was done on all private roads. Jasper (yellow lab) was the fittest dog in the neighborhood, and he would actually go sit behind the truck whenever we would go over wagging his tail so it shook all of him... he lived to be 19 years old... I've never met another dog that old. But Dad and Grandfa were *very* careful how they did it. Sorry, nostalgia moment.

Gather all the muscle man i know....rescue the dog, leashed the the truck driver up with the same leash he used on the dog and drag him behind his track! Evil I know... But this is the only way to make him feel the same pain as the animal. Jus bcos dogs and cats are animal, it don't mean they don't and can't feel pain.

I would take down the license plate and call the police as well as whichever animal protection group is closest; e.g., the ASPCA, the Humane Socieity, Animal Control, local rescue group.
Sounds like they left the poor animal there? Call a vet too.

This is not a hypothetical.....it has happened, and probably will again. Police were called, charges filed, and probably a good lawyer will get these dirtbags off by stating it was an accident. If you witness this abuse.....try calling the police.....get info on the vehicle...and let the law handle it....Too bad there arn't stiffer penalties. Grab the dog....get him to a vet....showcase the story in the press. maybe donations will come in to save him as well. Thanks....I feel better now.

I would challenge the person. Possibly not the smartest thing ever, but I really lose my cool when I see people abusing animals. I get very angry. I would also take the number plate and report them to the police and anyone else I thought might listen.

completely screwed up theory of cats. i admire em to bits. a number of the cats I surely have had have been lots extra affectionate that canines. they do no longer want 3 walks an afternoon, they do no longer fee lots to feed. They purr while they're happy with you. you could %. em up at positioned on em on yer head. They be attentive to what you're thinking. they're Majestic and independant beings. they're the your spirit handbook. they do no longer roll in shet They wash themselves. they're going to rid your outdoors of any vermin. They dont watch you each flow while your eating. they're lots much less complicated to maintain. they're lots relaxing around a ball of wool. They do the funniest issues while bored. each cat has it is very own character in case you make the hassle to care. they're miniture Lions, tigers, patthers. they're appropriate. i admire cats

Dear redcoat71***
i would have become a criminal straight then and there. The authorities would not have been quick enough for me!!! i would have driven straight for that being, driven over him, unleashed the poor animal, got back in the car with the animal, reversed over the body, and rushed off to my vet. I know it doesn't solve your question, but i am curious to know what you did in this situation!!!!
luv peppa-anne
p.s. 99% of my students would have done the same as me..I gave them your question as an assignment today!!!!
