usually just said as ceiling lamp,or ceiling lighting, it is a specific type of object. otherwise the lamps in the cieling as in
"The electician installed the lamps in the ceiling," or "the electrician installed the ceiling lamps in the floor." But if the lamp is not in the ceiling but surface mounted to the ceiling instead it would be on the ceiling while a suspended lamp would be attached to the ceiling. The specifics might or might not matter. It depends on what you are writing this for. Most people here think of recessed lighting when you say ceiling lamp or light.

Neither. Grammatically speaking, you should say the lamp IN the ceiling.

On implies a position.

At is closer, but not quite there.
