During the Midterm Elections (Even-numbered years that aren't Presidential elections), 33 Senators are up for election, all 435 House seats are up for election, and most State level positions (Governor, State legislature, etc.)
In addition, many ballot initiatives are put to a vote. Everything from defining marriage between a man and a woman, raising the minimum wage, local school levys, etc. etc.
The most important national change is that the most of Congress is elected and roughly 60% of the Governors are elected. Good luck learning more about the electoral process, it's very interesting and can be a lot of fun to keep track of. At the very least, it can help you be an educated voter when that fateful Tuesday in November comes.

I am not a US citizen. To me the elections sounds about getting the US back into modern times again. US is proud of being a democratic and leading nation. Thanks to Bush you folks lived 6 years till now in the middle ages. Nothing modern, any attempt to make progress has been stopped.

It depends on the state. There's seats open in the House of Representatives, and in some states for Senate as well, plus various referendums depending on where you are.
