Normally, jobs in government organizations require Australian citizenship, then a security check, as information can sometimes be heavily classified.

Sport Federations do hire foreign nationals holding residency with no restrictions on work. They normally advertise in the Saturday classifieds: The Age, The Canberra Times, etc. Most organizations now also advertise on their website, so that would be worth checking out.

NBL - Basketball
WNBL - Womens Basketball
SEABL - Secondary Basketball League
Athletics Australia
Swimming Australia
V8 Supercars
Perhaps AOC - Australia Olympic Commitee

There is also a national netball league, baseball and numerous under-age junior competitions and schools.
