I can explain it in one word: imperialism. It's pretty much that simple. The govt. (basically an apparatus of plutocratic rule) has embarked upon an imperial course at least since the Spanish-American war. I suppose some might place it at the emergence of the Monroe Doctrine, but one would be hard pressed to deny it after the Spanish-American war.
