Many western governments including the USA supported Saddam throughout his attack on Iran from 1979 to 1989, supplying him with weapons and chemicals so he could kill Iranians and any Iraqis who opposed him.
His only mistake from their point of view was to invade Iraq and threaten their oil supplies.
If he hadn't done that he would still be in power and the americans would still be trading with him
