I would tell them because I know how it feels to lose money and someone not tell and steal from me so, this is an honest answer, I would give them the money back because I don't want people to go through or feel what I did when people didn't return my money or tell me when they find my wallet and didn't turn it in. There are way to many dishonest people and thieves now days and most people won't turn things to the people that lose something. People that say they would are delusional I found that out way to many times.

Simple rule. If you find something and you have no idea who it belongs to, it's yours.
If you find something and you do have an idea who it belongs to, you give it back or you are a thief.
And if you are going to be a thief anyway you are a punk if you do petty stuff. If you are fine with stealing and don't want to be a punk you should give the bill back and then go plan the perfect crime, and never have to work again.

If you are trying to do a study on psychology of people, then you should try it elsewhere.
Individual opinions differ.
Since you can see 'someone' drop the bill, he can and should be informed.
If you can't see who has dropped the $100 bill, then?!?

if you didn't drop it...it doesn't belong to you...and it is on someone elses property
if you found it outside blowing around..you could go in to the store..report it..or bring it to the police station...either way if the owner does not claimit..it belongs to you.

I would tell them. It's the morally human thing to do. Keeping it would make one a selfish mean jerk.
