If it's used as a title it should be capitalized. If not it need not be.

Examples:

"Former Vice President Al Gore admitted he still smokes weed."

"The former vice president, Al Gore, admitted he still smokes weed."

The current vice president holds the title, so it is Vice President Cheney. The former vice president does not, so it is former vice president Gore.

The former president is another matter. Traditionally he is still addressed as "President." If you were introducing him, or addressing him, it would be "President Clinton," or "Mr. President". If you were talking about him with regard to is former position, it would be "former president Clinton."
