Let's go a little further -- why don't they give back to the Government the salary for the hours they are NOT working (meaning -- the hours they are spending campaigning, out goofing out, out on junkets, etc). That would do a LOT to help out the deficit too!

Probably because people are too lazy to research issues and candidates that support certain agendas. The only way to get them to pay attention to politics is by intruding into their homes through television and the only way to get on television is to pay for air space.
