It may not be cause for alarm, but it still would be good to see a doctor (Ophthalmologist NOT an optometrist). Optometrist is who you see when you have problems related to vision, Ophthalmologist is who you see about physical conditions of the eye.
your daughters condition could be one of several things but it might be a common stye or chalazion. They tend to make the eyelid puffy and painful. They are temporary and can be remedied with consistent (daily) attention.
While you wait to see a doctor so he can diagnose her eye, you can try using a hot compress. This is what the doctor is going to recommend to you in the case of a chalazion or stye. These things are akin to a pimple on the eyelid, as they caused by a blockage of glands in the lid that may or may not have become infected.
You take a very soft, thick and pristine washcloth, soak it in almost-uncomfortable hot water (around 120F MAX), squeeze some water out and press the washcloth against the eye, applying a constant pressure not more than 1lbs per inch. Have your daughter apply the pressure so she doesn't hurt herself. Palm works best since it's flat.
If the eyelid is infected you will need to see the doctor to get him/her to prescribe your daughter some kind of antibiotic solution or ointment like the commonly used 'blepharide' solution.

Seems like an eye infection even if there is no redness. You should consult an opthalmologist i.e. an eye specialist. He would prescribe some eye drops.
At times, this happens if you work a lot on the computer or do too much homework or writing at close quarters - the fluid in the eye dries up, if that is the case you can use any tears producings lotion ( like Tearsplus available in India)

Is the eyelid swollen? Have you had the windows open lately?
It could be allergies. I woke up one morning and my eyelid was swollen like that.
First go to see an eye doctor, and then go from there.

Most likely it is just an ingrown eyelash, and this will subside in a few days. But if you take her to a doctor, see an opthamologist, not an optometrist. An optometrist specializes in corrective lenses, an opthamologist specializes in the physical eye itself.

I think optometrist will be the right doctor to go to because it has to do with eyes or maybe it is just eye infection.

Your best bet is to see your family doctor. If she needs to be seen by a specialist he will recommend one.

if it is smaller than it might be swollen. she might me allergic to something or may have reacted to dust or an insect bite. show it to a general practitioner. she could have a sty or eye irritation.
