I don't know what the song is, (I'm in Australia, and we don't get the same Target commercials), but I recently read an article that said UK band Goldfrapp are currently re-working some of their songs for Target commercials. Their lead singer is a woman, Alison Goldfrapp, so if you check out their albums, you might find the song there.
