Was and Were are both passe tense
was is a singlar past tense and were is a more piural

-she was here - refers to one
-they where here - refers to more than one

is and are can be use differently
in present tense

-Is she doing her homework-refers to one
-Are they doing their homework-refers to more than one

It is very simple: single subjects use the was/is verb form and plural subjects use the were/are verb form. Another answer from jhostman gives examples. More examples: I was there...It is there and they are there . . . We were there
