If you want the computer fixed quickly, at-home is your best option. Most places charge more for this service, but it's quicker because most companies do not want the added expense or risk or not getting paid by visiting your house twice.
Taking your computer to the store and leaving it, will usually cost you a week, and most places will not give you a loaner PC. However, it is usually a cheaper option. In the St. Louis area I am the only exception to the rule. I give loaner PC's, but I usually have people computer back to them within 48 hours. However, I normally make house calls for less than most places charge to bring your computer to them.

i work for a computer repair company, most of our general customer bring in there computers to be fixed, its cheaper and alot faster, we often aviod going to poeples homes due to people not paying us. we only go out to peoples homes if the customer is disabled, does not own a car, or requires things like adsl internet to be fixed which we can only do on-site.

Both.
Depends on the issue.
Some are best resolved in the store, and some best resolved with the PC all hooked up to it's peripherals.

There is price for each, it cost you more if they send some one to you. I used to charge $55.00 an hour at my business $75.00 an hour if I Go to customer.
