Cabbage and brussels sprouts are not flowers. Broccoli and cauliflower are flowerheads. Cauliflower probably can't make a proper flower as it's been bred not to, but broccoli stlll can. You can eat other parts of broccoli that aren't flowers if you like. Artichokes, pansy and nasturtiums are the only flowers that are eaten as flowers, but the artichoke you only eat the ovary, really.

So who is asking this question and why? If it's you, and you just want to know, then there isn't only one, there's lots. All of the flowers other answerers have mentioned above are edible, and calendulas, rosehips, violets and rosewater and violet water (in deserts, candies, and icecream) are too. If it's some smarty pants, you are going to have to guess, based on what kinda smart aleck they are.

Nasturtiums and pansies are tasty, but not too many people know you can eat them, and of those, not too many have tried them. I like nasturtiums better myself, they are sharp and tangy with cream cheese on a cracker.

If it's a 'bet you didn't know' kinda person asking this question, they don't mean pansy or natsturtium because they will either presume the unspoken "vegetable that most people would think to eat" is part of your question or presume you are too stupid yourself.

If it's an erudite person, acting all superior, then they will be excluding the artichoke because you only eat part of it. You will have to guess whether they mean pansy or nasturtium. You can eat the leaves of nasturtium if they are small, so it's the most completely edible of them all that are eaten primarily as flowers.

Calendulas are primarily eaten for their leaves, but their flowers make tea, so they are a long shot.
