Anyone under the normal working age of 16 must apply for a work permit. 14 year olds have the ability to apply for a work permit.
"Under the Fair Labor Standards Act (FLSA), youths 14 and 15 years old may work outside school hours in various non-manufacturing, non-mining, non-hazardous jobs under certain conditions.
Permissible work hours for 14- and 15-year-olds are:
3 hours on a school day;
18 hours in a school week;
8 hours on a non-school day;
40 hours in a non-school week; and
between 7 a.m. and 7 p.m., except from June 1 through Labor Day, when nighttime work hours are extended to 9 p.m.
Child labor laws vary from state from state. Please consult your state department of labor for this information."

It would depend on the state you live in.
Most require teens to have working papers, esp. if they are younger than 16.
I would call the library you are interested in and see if they can direct you to a head librarian or Human Resources Department. They should be able to assist you from there.
In the meantime, doing some volunteer work there may help; it could help you get a foot in the door. Someone there may recommend you for a paid position if you volunteer long enough and keep a good work pattern there (being punctual and efficient).
Good luck.
You could also check this chart for more information:

y'all don't know what y'all talking about if you stay in fort lauderdale Florida then you can work at a public library and get paid for it Because i had plenty of friends who had worked at our public library and got paid for it. You just need to call ur local workforce one and they can hook it up for you.
When you click on google put in workforce one in whatever city you live in and you should find it and you can look at all the centers by u and get the num. or just go by and visit 1

No, you must be 16 to get a work permit, unless you are being paid cash under the table. However, I doubt that would happen at a public library.

I agree you may be able to help reshelve, but don't expect to get paid. You'd be surprised what a cushy government job working at a library really is. Anyway, I'd suggest something a little more fun.
