Lots of the answers given are WRONG, because you did not ask "What is 0.4 divided BY 1.8?"
You asked, "What is 1.8 divided by 0.4?"
By learning to estimate the answer, you can begin to ignore incorrect values.
For instance, I notice that 0.4 is a little less than "one half", and 1.8 is a little less than "two". So, in my head, I think "How many times will 'one half' go into 'two'?"
And the answer is "about 4 times".
So, that's how I know 4.5 is correct!

But your question is ambiguous .
is it your asking how many parts of 1.8 is 0.4 ?
then it is 1.8/0.4 = 18/4 = 4.5
Else it is
0.4/1.8 = 4/18 = 2/9 = 0.222222222222
