You must have KIDS! Try Amodexink.com or e-mail them at customerservice@amodexink.com. They make products for this problem. They are recommended by the Sharpie co. which makes permanent markers.

Rubbing alcohol should do the trick. But it will probably also ruin the paint. Try using it an inconspicuous spot on the carpet... Also, be careful around power outlets and light switches. Just kill the power to that room before you begin.

My daughter drew her "friends" on my white wall paper with a Sharpie. Mr Clean magic eraser worked really well. As for the carpet I would guess Hair spray and make sure you blot it instead of rubbing. I would try the magic eraser on it also.
(If it was done by your child take a picture I still treasure mine.)
