I think it is Johor (close to Singapore), Selangor ( administrative center), Perak, Penang (nice temples), Sarawak (rich in resources), Malacca (historical attractions), Pahang (oil), Sabah (nice attractions/mt kinabalu, oil resources), Kedah, Negeri Sembilan.

in terms of illegal immigrants and hardcore poor folks, SABAH is the 'richest' of dem all. in terms of economic, Selangor is coz dey hav KL and Putrajaya right in the heart of it.
