Does anyone know of a program like this? It would ask questions through a windows like wizard as to what the user wants the program to do, and then write the code.

No such program as of my knowledge for such thing. This will be a really highly intelligent program.
Though there are convertes from one language to other language, or may be some scripting you can use. As said earlier there are also application, where in you feed yor object model, or class diagram, and it will give you the mimimum code.

There's really no program capable of doing that. You could hire people to write the program for you. There are many various sites where you can do that and its not as expensive as you would think.
