I'm just wondering about something. There's this girl I like, and she's been staring at me and really hinting that she likes me for the past couple of months, and I said hello to her, and the general how are you thing, and she seemed very happy that I talked to her, but somehow she hasn't really initiated a conversation, and she still stares. Is she that shy?

She wants you to make the first move in asking her out. She may not be shy at all. She may just want to feel important in the fact that it's you who initiated things with her. I say go for it! The signs are all there! \m/

She may be shy or she may be looking to you for some indication that you want what she wants. I'd say the best thing is to make the first move.
She may be shy or she may be looking for you to be the bigger person and make the first move. If she doesn't take kindly to your first move then you know where you stand.
Maybe start with something simple like going to the movies. That way you can get to spend some time together and have a neutral conversation about the movie etc. She may just be staring because she is curious.

Sounds to me like you both are a little shy.
The next time she is staring at you &/or she says something to you get the conversation going. Invite her to lunch or coffee or whatever and take it a little slow to start-it's called getting over the shyness and learning to relax with each other.
If you are experienced-she may not be-so take it slow and easy.

Probably she wants to tell you something. Like your fashion sense is outdated or you have specks in your eyes but to shy to tell you. Or worst, she looks at you all the time because you are staring at her all the time as well. So probably she looks at you like maniac ready to stike when the right time comes. She's watching your every move dude!!! So behave very wel!!
