Pomona is better than San Bernardino for engineering.
There's actually two polytechs in CA: Cal Poly San Luis Obispo and California State Polytechic Pomona.
Generally, the Polytechnics are better than the typical CSU, especially for engineering.
Below is the the link to US News and World Report college ranking of Pomona and San Bernardino.
In the order, I would rank as as follows:
1. Cal Poly SLO
2. California State Polytechnic Pomona
3. CSU San Bernardino

I heard Cal poly is a better school for engineering.This site seems pretty promising:
