Depends on the state. If you live in a state that freezes say 16 inches during the winter then it is 36 inches or more. If you do not get a deep freeze in your area then about 12 to 24 inches. But I would still check with the city government about how deep or the state agency.

usally minmum for non service entrace conduit, is 18" ( for PVC schedule 40 ) )by NEC code, service entrace are typically 36" to top of conduit. Rigid pipe can be shallower.
