It is hypocritical to want to benefits of a jump in property value (ie, large sales profit) and not be willing to accept the negatives as well.

Property taxes fund the schools. Which is probably the most important institution in the country.

Perhaps the thought is if the tax were to be "frozen" it could not be lowered?
