They have experimented with some psychosurgery in the middle east but it's just called beheading to most of us.

I think that certain other reversable (and legally/morally sound) treatments are equally successful. For example, some sexual criminals are given anti-androgen drugs to reduce sexual drives. Unfortunately, many psychologists argue that the majority of sex offenders don't rape because of their sex drives; they do it as a source of power. It is likely that lobotomizing the frontal lobe may also result in lack of "successful" results. Consider the fact that the frontal lobe is where rational decisions are made. I doubt that cutting it out will result in a decrease in criminal behavior.

I would guess that kind of surgery would trample the rights of the criminal. They, unfortunately, do have rights. A lobotomy would leave them essentially vegetables.
