after whiscash tells you about the stormy sea dungeon and gives you access to stormy sea, the Solar Cave dungeon is automatically unlocked.

mostly the dungeon is for getting keys, as they are plentiful here, but there are also the HMs Surf (floor 20, HM Dive (necessary for getting into the stormy sea dungeon) on floor 10, and HM Waterfall on floor 15

in order to get him to do so, after you have beaten the primary story of the game, and the credits rolled for the first time, you can talk to whiscash several times until he gives you access to stormy sea.

Once you complete the whole game after rayquaza destroys the meditor, it should be unlocked automatically if not talk to Medicham, Lombre (listen to his drowning story) then Wishcash in that order then for sure solar cave should be unlocked.
