I'll help with the ratios. Any time you see a percentage it is usually out of 100 so therefore:
12% 12:100 (reduces) as a decimal .12
18% 18:100 (reduces) .18
25% 25:100 (reduces) .25
67% 67:100 .67
98% 98:100 .98

remember that if the percent is lower than 10 like 4% you have to add a zero, .04 otherwise just add the decimal in front of the percentage

fractions are ratios just written sideways and with a : instead of a \ AND a percentage is a ratio or fraction that is out of 100 (in the denomintor)
