It was worded to obfuscate the issue. It sounds like it is promoting what most of the people really want, but it tricks them by misstating the bill subtly.
This is a growing trend. The fat cats and politicians would rather that the common people stay out of politics and let business continue as usual. In Florida, for example, they raised the issue about having to have a 60% majority for a constitutional amendment. The intent was to get people out of the decision making process and give it back to the legislature.
I would love to get rid of all of the Democrats and Republicans and begin again with people who would put their country first instead of their wallets. Shakespeare was right when he suggested that we shoot all the lawyers first. the people really do know right from wrong. It's just that we are too jaded by all the nonsense that parades in front of it.

Not being in Missouri, I cannot say. I will say that I think that most initiatives and propositions across the country are very hard for people to understand unless they are attorneys. I also heard a man on the news today saying that he, his sister and his mother had been totally confused not only by the initiative itself, but also by all the press coverage it had recently been receiving. Sources whom I believe are reliable say that this initiative was actually about cloning, not stem cell research.

That is why a person needs to be very careful when voting, and has happened to me often,, when reading the first sentence or so I understand, then the balance of it seems to turn around what I just read,,this is not correct and how often have initiative's been past because of this...
