Do you have any tips on making friends, and being more outgoing?

It all depends on if you are already outgoing and flamboient. If you are unable to make friends because you can't take rejection, bulk up and face it. The journeys that are the hardest have the best destinations. Step out into the world, if you are not as social as you want to be. Attend more parties, if you can, and just put yourself out there in the world. Start simple. If you're in school, join groups, sports teams, but if you're out of school, find a cool new job with lots of people your age. Or, you could be like me, and find it easier to make friends with older people. Who ever makes you feel great about yourself, your true self, thats who you should come out to. Be spontanious, even if you plan it...

Look into what things interest you and join some groups - then you will make friends with people.

Shower regularly, and brush your teeth. If you're nasty no one will want to talk to you. Don't care what anyone thinks. If you think someone looks interesting, just walk up to them and start a conversation. It's easy. Most important, though, be yourself. No one likes a fake.

meet lots of kinds of people. coworkers, people who go to the same gym, etc. if u think a person is potentially a friend, invite them over for dinner. if that goes well, maybe she/he will extend the favor.
