It was caused by King James the second! He tried to get rid of the protestants, or at any rate cause them a whole bunch of trouble.

He dispensed and suspended laws without the permission of parliament. Levied money, issued commisions, kept army in time of peace, and disarmed protestants, while allowing Catholics to keep there arms. All without permission of Parliament.
