1. If you want to study English as a Second Language at the university
2. If you have taken an English placement test provided by the university
3. If you come from an English speaking country
4. If you have a bachelor's degree from an English speaking country

I think so. But you'll have to prove you are proficient enough in English. Some schools waive the TOEFL when you get a certain score for the Critical reading section of the SAT.

But to find out, you should check with the colleges themselves. Visit their sites. Here's a good place to start.
