just tell the teacher you couldnt do your homework she/he will understand if you just tell him/her why you couldn't accomplish or start it. if your teacher isn't too understanding what i would do is get a parent note explaining your reasons with a parents signature at the bottom. it will definetly show how much you care about your grades. =)

If the roads are closed, surely there'll be other students with the same problem. The teachers must know it's not your fault. Can you phone the school, or get someone older to do it for you, and explain the situation ? In fact, why not email the school and get your homework by email ? It just can't be helped, so don't spend your time worrying about it. Enjoy your trip

If all the ways to the school are blocked from the flood, why is it even open?

There really is nothing you can do but wait. If the school is closed, everyone is waiting.
If the school is open, call them in the morning and explain the situation and see what they suggest.

Your teacher will certainly understand this emergency situation. However, out of courtesy, you might call the teacher and ask if there is anything you can do without your books.
