Some people are more sensitive/emotional than others. Some may have an actual problem like depression. What you do depends on if you want to keep this friend or get rid of her.
Look I am an emotional person and my friends and I have set up some boundaries:
Crying at a minimum
Take deep breaths
write down things if you can't talk
I also see a psychologist (shrink) I know that it's not socially acceptable to be seeing a shrink but if she's really emotional she may have some real problems and need to talk to someone about it.
All I can say is that good Friends stick together no matter what. But I can understand that it may be difficult situation for you!
Sometimes when I'm on an emotional roller coster it makes a big difference to have my friends around me and just being supportive by keeping my mind off of what is bothering me.

If you can handle it and enjoy being her shoulder to be emotional on, don't change anything. When you can't take it anymore, just hang out with other people and subtly slip away. i did just that, it totally worked.
