First, you need good tools: tweezers, a well-lit bathroom, an eye pencil, and a mirror (unmagnified and magnified views). I use the Tweezerman Pointed Slant Tweezer because it is like a pointed tweezer and a slant tweezer all in one. While looking in the mirror (unmagnified) I use an eye pencil to mark areas that look uneven from where I will remove hairs. When I am ready to pluck, I use the magnifying side of the mirror to get a better view. I clean up the eye pencil marks with water and Kleenex when I'm done.

Go slow, and only pluck from underneath the eyebrow. Pluck out just one row from the bottom and see how it looks to start, don't try to get to your final eyebrow shape all at once or you might pluck too thin and regret it... Also, for what shape the eyebrows should be, look at lots of pictures of celebrities and such online to get an idea what professional eyebrows look like. You probably won't find what looks best on you right away, but it helps if you have an idea what looks good on most people! Some people look better in very unusual eyebrows, like very thin, no shape, with more space in between them, etc, but start with something generic at first!

Don't do it yourself.
First dish out the cash for a real pro and make sure thay haven't over-plucked their brows, you like how they look.
Once you have a shape you like its all maintenance, you can keep it up yourself.

Good-luck!

get them waxed professionally then just pluck the stray hairs after that and they will stay the same size.

I must be strange because I use tweezers and it doesn't hurt at all. Waxing doesn't work well for me I have really stubbon hair and it misses half of it.

Well, make sure you have sharp nails. Grasp the eyebrow titghtly, and pull as hard as you can.
