In reality States are responsible for repair within the limits of the State, sometimes they spend the money in something else and procrastinate such repairs, now railroads are not part of the States budget, they are private enterprises in which the owners decide whether they fix the rails or buy new coaches, I hope you get an A on your project..☺

Yes because there is too many wear and tear, for instance Pot
hole on the ground can cause damage to your car. It can create
more problems, like accidents. As for the railroads they need
attention because too many ignore the warning signs and cause
accidents. Or if they stop in the middle of the road they cause a
traffic jam. This issue should of been looked at a long time ago.

The roads... yes... that's one of the basic jobs of government in general... But not the Rail Roads... they are a Private business
