Take out the battery and let the laptop sit there, not plugged for a few minutes. Then try turning it back on after plugging the ac adapter back in.
Some toshibas have a small reset button on the bottom or sides, if so, press that and then try to turn it on.

Make sure that the plugged-in indicator LED is lighting up, when you plug in the power to the wall, make sure that the LED turns on. If not, then you could have a bad AC - DC converter, or the power daughter board in your laptop is fried.
Test the output of the ac adapter with a volt meter. With it plugged in, make sure that your volt meter displays the correct voltage that is specified on either the ac adapter, or the bottom of the laptop.
If the AC adapter is good, then check the plugged in LED on your laptop, if that isn't on, you either have a bad motherboard, or sometimes there is a seperate daughter board that has the power receptacle on it, and sometimes the interface to charge the battery. If the motherboard or daughterboard is bad, then i'd suggest just getting a new laptop, unless you've got a really high end laptop.

Usually there is a lite on the power supply that tells if the power supply itself is getting power. If no lite then the power supply probably isn't working. If there is a lite it could possibly still be bad. There are parts in the computer also that can fail that would keep the computer from powering up. I would check the power supply first.

It's possible that your motherboard shorted out. The same thing happened to my computer, though it's a Dell. You'd be best off to contact the folks at Toshiba and have someone come out to look at your computer.

the battery might have died, so you may need to get a replacement.
