Without a doubt the most significant problem in the state was due to the Kansas-Nebraska Act which allowed each new territory to determine, by vote, its own destiny wether to be a slave or free state. Because of Kansas' close proximity to slave state Missouri, pro-slavers began to pour across the border. Concurrently, abolitionists (mainly based out of Massachusetts - the largest organizers known as the New England Emigrant Aid Society of Boston) began to organize groups to migrate to Kansas to attempt to influence a free state electoral win. The result was a period in time known as "Bloody Kansas" (while the beginnings were in this time period it became much worse in the following 2-3 years) where these opposed groups began to engage in small skirmishes and atrocities against each other. In 1854-5 the skirmishes remained fairly small but would escalate to serious proportions including the burning of Lawrence by the infamous raider Quantrill and the attack on John Brown and his family. During this period the first state constitution was sent for approval to the US Senate (it was a free state one) but did not receive much attention nor was it approved. On a different note, a fairly severe epidemic of cholera broke out near the army installation of Fort Riley.
