When it comes to presidential elections and national issues, is the California vote handicapped by the hour?

I don't know that I would say they were handicapped but it appears that many voters stay home because they either see that things are going there way or....because they aren't & they don't think that their vote will count.

The turnout probably also depends on how they feel about their state and local elections.
