How does the division 1-AA playoff system work?

How many tteams get in? how are they seeded? do all conference champs make it to the playoff?

16 teams are selected by the ncaa 1AA committee; I believe they are ranked 1-4 in four regions. Not all conference champs go to the playoffs. Some of the major conferences get one or even two automatic bids.
