Ok, this is really irritating me. When somebody cuts of there foot for example, you would tied a piece of cloth around the ankle to prevent the rest of the leg from draining blood.

This is called a turnakit correct? If so, how in the heck do you spell it? If not, what is it actually called?

It is a tourniquet, and is not recommended except in the most extreme cases and only by health care professionals! Those are dangerous things if you don't know what you're doing! Constant direct pressure, elevation, and pressure points are recommended remedies for controlling bleeding and work most of the time.
