Do you think they should have control or protection over these monuments? If not then who should have control?

There actually is a commission over seeing federal monuments, statues, memorials, etc. It is made up primarily of private citizens (many with $$$) and it can take years to have a monument approved, land allocated and constructed. They don't approve every request because there are only so many key locations that people want their favorite statue to be erected. It took 30 years or the memorial to WW II to be approved...and only a handful of years for the Vietnam wall. Politics and social pressure.

The further out from DC to go the easier it seems to get your monument approved.
