It may be normal, but it's not the best way to go. Wear a color underneath that compliments the v-neck. For instance, dark blue with grey, olive with beige, etc.

No, I think that would look weird. Usually a v-neck is supposed to look simplified- putting a t-shirt under would make it look sloppy.
