i really dont understand this question does it mean why it has been lessened or why it is important

If you feel that free speech has been lessened in some way, you can mention how lessening free speech is bad and then say why it's important to bring free speech back.

For example, in my old high school, a couple of articles were cut from the student newspaper--one was about birth control, and I forget what the other one was about. But the newspaper staff complained because they said that by deeming birth control "too controversial" to go in the paper, they were taking away a way to inform students about health care, they were prohibiting the dissemination of scientific facts (like statistics on failure rates for different types of birth control), and they were denying the freedom of students to make decisions about their own reproductive systems. Their point was, if kids are having sex anyway, do you really want them to do it without all the information an adult would have access to? Why should kids be denied the same rights as adults to find out all they can on a subject that affects them?

So, if you talked about why it's bad to not have free speech, then you can talk later about how free speech would alleviate the problems faced when society stifles information based on a speaker's (or audience's) age, sex, race, religion, culture, disability...all those things.

There's no point in saying why free speech is lessened--discrimination and an "ugh" factor mean that there are things that people don't want to hear and they try to curtail free speech. You need to talk about why it's BAD to lessen free speech, and why it's necessary to uphold it. But you can approach it two ways--one, by showing how bad it is when you don't have it, or two, by showing how good it is when you DO have it.

Personally, I find it easier to argue the point when I show what happens when free speech is limited. Then, all you have to say is, if we had free speech, then none of the demonstrations and uproar would happen, and people would have access to vital information. Pick an example of a time you feel free speech wasn't upheld, and see what went wrong.

You could answer the question by giving reasons why freedom of speech is so important. You could show the effects of the lack of freedom of speech, which exists in some countries.
