It goes by weight and age. At least 12 months and 20 pounds. More recently the recommendation was 18 months.

A child has to be 1 year old and weigh at least 20 lbs. in order to face forward in a child seat. Not one or the other, but both age and weight must be met.

It is a combination of 2 things. 20lbs and over 1 year. This is because prior to one year the muscles in the neck are not strong enough for a front facing impact. I know this because my son was 20lbs by the time he was 7 months old (his dad is 6'5, and he is also very tall for his age).
