Why the people wanted reforms but the Czars resisted In Russia?

Reforms would mean that the Czars would have to give up part, if not all of their powers.

No person who has been in power for long would want to relinquish power as "power corrupts, absolute power corrupts absolutely"

Because this would have decreased their power and wealth. The ruling class and the Church had a monopoly of these things and the mass of the people were kept in poverty.
