They call states "blue" and "red" to tell what political party has control of that state. A blue state is dominantly democratic, but a red state is dominantly republican. They usually go by who the governor is because if the majority of people there vote for a democratic Governor then they are likely to elect Democratic state reps, and senators. However if a state is 50/50 then they will probably just call it neutral.

The TV stations, in order to allow viewers to identify quickly which party took what state assigned red to the GOP and Blue to the Dems, so that what the red state/blue state covers, the overall political leaning of that state

Red refers to states that favor the Republican party; Blue states favor the Democratic party.
"Solid" states (of either color) have voted the same way in federal elections since at least the mid 1960's.
Unfortunately, not all states have the same "value" when it comes to the Electoral College ... hence the current Republican (red) government, even though most geographic entities voted for Democcratic (blue) candidates.

This is actually a political question. Red states are called such because they generally vote Republican/Conservative (after the dominant color of the GOP), and blue states lean Democratic/Liberal.

it all depends on the percentage of each party. if it is more democratic, then it is blue. if it is more republic, then it is red.
