If the entire population of Tokyo City came out onto the street from every building and every underground station, would there be enough standing room for each individual person?

Of course not ....but think about it for a second. If we put a fence around a given area no one could move but if we just let them spread out they could keep moving until everyone was out.

Tokyo has 12.6 million people. The metro area contains 36 million people. Over 8 million people live in Tokyo's 23 wards or special districts. Tokyo has over 5700 people per km/squared. If you take away all of Tokyos space outside of the western mountainous area and limit it to the 23 wards, you would put an extra 4 million people in the space that now has 8 plus mil. The special wards now have over 13 thousand people per km/squared add the rest of Tokyo,put a fence around the 23 wards and you have over 18,000 per square km.
