My frige hasn't been getting as cold as it usually is. Ive tried turning
temperature to colder but doesn't see to help. I have meat and stuff in there and was wondering how cold it needs to be in there to
keep meat from going bad. Any help would be greatly appreciated.

36-40 degrees, and you should keep all your veggies and fruits around 40-45 so keep them in the crisper drawers

It sounds like your fridge may be leaking out its refrigerant. Well, for one... the temp inside needs to be between 32 and 40 F. If you dont have a way of telling, and to you it still doesnt feel cold enough, it may just be time to give your fridge the old heave ho' and buy a new one. And if you dont wanna blow almost 2K on a new one, do what my wife and I did, we bought a dented fridge. We keep this one in the garage, and guess what.... We paid only 200$ for it, and yes, its brand new. It only has a dent on the side, and since we keep it in the garage, who cares. I would try to avoid getting it fixed as that can run you upwards of 300$ just to get the new seals, or pump and then recharge the system.

4-5 celsius 39-41 farenheit

The fridge is often cooled by a duct from the freezer. The temp control you mentioned controls the duct. Some times ice builds up in the duct and a complete defrost is required; no short cuts! Leave it empty and off for a couple of days just to be sure.

It is 34 degrees. Never put the Milk inside the door, it never gets that cold there.
